Is it only slow on first open, by chance? I had a situation where my company had slipped (via my VPN) configuration changes through to the browser. The problem was that they added a proxy (go to "Tools" menus > "Connections" Tab > "LAN Settings" to see) that wasn't accessible off the VPN - so the browser essentially hung trying to reach it, then timed out and worked fine. On a "fresh" install of IE there should be nothing in the LAN Settings dialog. I've also heard of some ISP configuration software adding similar "fixes" without asking.
