I don't see anything in the lan settings, I think part of this may be that I
need to run a disk repair and it encompasses something that IE needs

Is it only slow on first open, by chance?

I had a situation where my company had slipped (via my VPN) configuration
changes through to the browser.  The problem was that they added a proxy (go
to "Tools" menus > "Connections" Tab > "LAN Settings" to see) that wasn't
accessible off the VPN - so the browser essentially hung trying to reach it,
then timed out and worked fine.  On a "fresh" install of IE there should be
nothing in the LAN Settings dialog.

I've also heard of some ISP configuration software adding similar "fixes"
without asking.

Probably not your problem... but it's YATLA (Yet Another Thing to Look At).
