I'd have to disagree for most cases.  I've known a lot of people with 
these "wal-mart" type jobs over the years.  I don't want to generalize 
too much, but in my experience they would be doing fine and be able to 
put money away in savings (and in turn, move to somewhere with better 
jobs) if they would stop smoking, cancel their cable TV, cut back on the 
cell phone use, sell the big screen, stop having kids, stop creating 
credit card debt, etc.  Maybe that's just confined to the people I used 
to work with.  I say down with one of my co-workers back then who was at 
the end of their rope and helped them create a livable budget that would 
put them on their way to eliminating consumer debt within a year and 
have a nice savings within five.  Unfortunately they didn't have the 
fortitude to make the necessary sacrifices to get what they wanted. 
Last I heard they were still "stuck" as a result.  I'm sure there are 
cases where someone ends up in a dead-end job and really doesn't have a 
way out, but in most of the cases I've seen they just can't bring 
themselves to make the hard decisions that need to be made to get what 
they really want.
