McCain (or McSame as some prefer) was only one of 3 cosponsors. The other two were Elizabeth Dole and John Sununu. I think one reason why the bill never made it out of committee involved the sponsor of the bill, Chuck Hagel - there was a lot of payback from the republican senate majority leadership over his stand on the Iraq War.
