generally, no, not at the federal level. We do to an extent at the state 
level, but it's mostly on large credit expenditures (bond referendums) 
and this can vary wildly from state to state. The US isn't a true 
democracy we're a bicameral republic, more in the old Roman model. We 
elect people who are supposed to speak for us, but they rarely do.
