Here's something else to consider, look at all the cabinet nominee withdrawals that Bush I, Clinton and bush II had within their first 100 days. So far there have been fewer for Obama.
MOreover unlike Bush II, it would seem that Obama is taking direct responsibility for these problems in the vetting process. In contrast, Bush II blamed the media, senate congress etc and never took responsibility.
