But if manager 1 looks you in the eye and says, 'It will be done in 2
weeks..I promise.' After two weeks, if it aint' done, he broke that promise.

To me, there are no gray areas of promises.You keep it or you don't. Period.
 There is no 'well he kind of did it'.  Again, if he did think he could do
it (which I think is the case. Why else would they have the provision to
make exceptions in the Executive order?), the he should not have promised he
would.  He should have said he will reduce the number of lobbyists or that
he will try to keep lobbyists out.  But he didn't, he said NO lobbyists.
 And since a lobbyist has been appointed, he broke that promise.  There is
no analogy you can come up with that will make me think differently.

Has he done something (a good something) no one else seemed to want to do?
Absolutely.

Did he keep his campaign promise about not appointing lobbyists? No.
