Who knows why who did what, but this particular item is probably 1 of 10,000,000 and whatever recommendations were made (or not) may not have been framed as "bonus or no bonus", but may have been framed as legal problems vs. no legal problems. In other words, it's very likely whoever made whatever decision they never heard the word "bonus" but instead heard "employment contracts" or something. For example: "clause X would trigger a contract renegotiation with every single contracted employee.
