I think they are, on most roads cars travel around 35 Mph, much faster than your average biker. Not entirely, you cannot use a bike on Interstates or parkways. Also here there are many roads where you are not allowed to use a bike. On four lane roads where people usually drive as high as 65 Mph, a bike is a danger to everybody, curves and hills can hide a bike and cause a major accident.
