Some fine idea's worthy of discusion that could very well form parts of
a well defined health care reform plan.

I think you are skirting the 'safety net' issue a bit. The exact
definition of that net is a vital component, just leaving it with an off
hand, "and there will be a 'safety net'" with no definition does not
make for a fully realized idea.

My nascent idea is not too radically different from yours I think. A
universal but reasonably limited health insurance plan that would cover
80% of the people for 80% of their life. (Numbers completely arbitrary
and negotiable). The idea being this would cover most people for the
beginning of their independent lives -after leaving the dependency on
their parents - allowing them time to save up for their golden,
expansive years.

A big concept behind mine is the basic idea that health insurance is
easier the larger the insured pool. That is what is usually touted for
why larger companies/organizations can offer better, more affordable
insurance then smaller ones. What is bigger then everybody?

The biggest, unfinished holes in my idea can loosely be termed a 'safety
net' as well. How to handle individuals who need lifelong expenseive
medical care from an early age. What to do about those who through lack
of foresight, did not plan well for after the plan. What about those
who did plan well, but circumstances out of ones control make it
insufficient. Etc. There is also the monumental debate over that
"reasonably limited" is.

I like the idea of insurance not being tied to the employer so it goes
with the insured form job to job. I also think it is important to make
sure there is not profit incentive to not insure the people who use the
most medical care. Especially *after* they have done what is expected
of them by paying their premiums until the time of need.
