No. It didn't. And if that's all you expect from your leaders then I'm God. You're saying your leaders to be order takers to sign off on the obvious action. I'm not sure how you could expect less of a leader ... Well I suppose you could say, "they hear 100% accurate data, they hear the obvious action, are advised on how they should sign, have the pen put in their hand, but then a helper moves their hand." So, yes, I guess your expectations aren't absolute zero.
