It's all in the 9/11 commission report, which you can find online.
In short, starting in January the terrorism intelligence experts were
attempting get an audience with the president to warn him about Bin
Laden. The President and/or his staff decline those meetings.
Tenet said they (the terrorism experts) were "running around all
summer with their hair on fire" about Bin Laden.
This culminated in a dramatic brief; normally they're fairly boring
affairs titled boring, but this one was titled "bin laded determined
to attack in the US"
It was available in August and scheduled for a special meeting on sept
4th. However even during that meeting there was no specific
discussion on Bin laden.
In short, the President listened to his own inner circle and they
didn't think Bin Laden was a big deal so the President ignored the
experts.
Given all of the almost amateur behavior of the terrorists ("hey i
want to know how to take off but not land a 747") one wonders what
might of happened had the President listened to the experts in
January.
But Bush, Cheney, Rice, and Tenet failed to listen, failed to protect
the US homeland, and we got hit.
To make for their failure they said they had to take our liberty.
