"any lawful contact"...please reread that phrase again and again until it gets through.
Is it unlawful for a parking enforcement official to talk to you when you come back to refill the meter? Is it unlawful for a police officer to ask you to put your dog back on the leash at a park? Is it unlawful for health inspectors to talk to kitchen employees when doing an inspection? Those are all lawful contacts. I had a lawful contact with a police officer this morning when we were both getting coffee. The only time it would be ruled out is if the contact was specifically *not* lawful. And that is a tiny tiny fraction of the contacts between the citizenry and government officials. And please note, once again, this law does not restrict it to cops. We are talking any "agency of this state or a county, city, town". That is really really broad. Too broad.
