No, but as a deterrent, it is strong in NON FRIVOLOUS lawsuits.

Even stronger when someone is suing a city for non-compliance when there is
a likely-hood of losing.

Either deep pockets or deep conviction are going to drive someone to sue if
they are not sure to win.

Unless, of course, they are right. In which case the city is in the wrong
(by AZ law), and must get in compliance.
