There are US citizens who do not speak english. I know some people feel that should not be the case, but it *is* true. As to your speculation, I do not know if you are right about the specialized meaning but think you give them too much credit. This is a very right-wing session of a very right-wing governing body. Remember the law about the birth certificate? Apparently they want to spread the love a bit ;)
