In all fairness...the military is not trained to shoot to injure, they are
trained to shoot to kill.  Shoot to kill...one shot, one kill...those are
the mantras of the military.  That is why you use police forces or Coast
guard like forces to enforce a blockade and search ships (with military
backup of course), not special forces who are specialized in killing (that's
not a knock on special forces BTW).  This kinda goes back to Israel
executing things wrong and causing themselves more problems than they solve.

That's their significance, and this is outlined in the CNN article as well.

Israel stated that their intent was not to kill.

Israel stated that they were attacked by a mob, their soldiers were
overwhelmed and shot in self defence.
If you are shooting in self defence and you are trained you can certainly
disable someone, or shoot for the chest if your opposition only has knives,
slingshots and ship poles.

Head shots are killing shots, and to make them cleanly you need to have
skill, and time to aim.

the article also mentions that even before boarding the Israelis opened fire
on the occupants of these vessels.
