Unfortunately because of the polarization on this issue, nothing really get done properly. Those in power who belive that prison should be a punitive experience, tend to limit funding for those rehab program across the board. This limits the program's effectiveness, which in turn is used as ammunition to kill the program in the following budget cycle. Friends of mine who work in this area has seen it happen all to regularly.
When something as simple as ensuring that all the convicts have a minimum of a high school equivalency shows a 75% decrease in the recidivism rates, it obvious that something has to change. -- Larry C.
