That actually may work. Start them off at the start of their sentance, with absolutely no freedoms - you have to ask permission to use the toilet even. Then set up a set of goals that the person has to meet. Make it a contract. Once they make that set, they are moved into a system with considerably more potention for independence, again to earn it, set up a list of goals and how the person can obtain each one. Have this progress through the person's sentance so that by the time the term is over, there is very little transition from a detention facility to normal life.
