Of course not, but the recidivism for those getting their hs degrees drops big time. Its still relatively high but still a significant drop is still a significant drop. There was a debate about this in Virginia a couple of years back when the then governor wanted to zero out these programs from the state budget. If spending a few hundred thousand now saves millions in the future, I'd rather make the necessary sacrifice now.
