The stimulus bill was passed before the health care bill, and to assume that all his attention was on one bill, and he was doing nothing to solve the other problems totally ignores the reality of the office. Any president who can't multi-task will fail miserably. If he had put his whole focus one any one issue, his opposition would be bitching about all the other issues he ignored.
