That is an entirely circular question whose answer goes all the way back to
the roots of the violence. The Arabs are using the Palestinans as
pawns. That's all they see them as. You don't see any
Arab countries volunteering to take in Palestinian's do you? You don't
see any Arab nations volunteering to make a Palestinian state do you?
Where was the Palestinian state before the 7 day war?
The bottom line is that the Palestinians are shooting and bombing random unarmed
Israeli citizens the majority of whom support a Palestinian state.
I believe polls show ~80% of Israelis support a Palestinian state eventually...

Israel also doesn't really want to strike first
against the Arab nations who are violating treaties by sending the
arms, for the same reason that the USSR didn't attack the US when we
were sending arms and aid to Bin Ladin in the 80's.
However, _rumor_ has it that the reason why Colin Powel was in
Damascus before he went to see Arafat was that Israel was about to
level Syria because the rockets that Hezbollah was firing were
supplied by and fired from Syria. The second rumor goes that the US
has warned Syria that if they are linked to any major attack by
Hezbollah, the US is not going to stand in the way of a major attack
by Israel. All rumors, but they make sense...Israel can take care of
Syria, while the US takes care of Iraq and Iran.  Nice plan eh? I bet
it would work too. It's also a plan everyone is working to make sure isn't put into 
action though.

So the answer would be that Israel will hold both the senders of the
weapons and the users of the weapons responsible if they have too.

The "right" to occupy a piece of land has come up before, and I'd
suggest you take a look at the occupation throughout history if you
think that anything other than someone saying that this piece of land
is mine and is willing to defend it is linked to some kind of intangible "right".

Israel never planned to occupy the occupied territories, but they
ended up with them out of necessity. I don't think the violence has
ended since...it's just been on a smaller scale.
