Can Israel keep the Palistinians responsible for what the rest of the 
Arab world does or are they just using them as hostages if they do?

Although for the question of whether Israel has a right to occupy the 
territories it currently does all of the questions above need to be 
answered with "Yes", for the question of whether Israel is fullfilling 
it's responsibilities towards the people in the occupied territories 
only 1 relevant question remains, question 1a.
If (big if) the answer to that question is yes, then Israel is negligent 
in its responsibilities towards the people who's territory it occupies, 
because it is not treating them the same as it is treating Israeli 
citizens, yet it forces them to live under Israeli rule for the benefit 
of Israel.
