Citizen or not, I think he'd have a pretty good defense if this was
the basis for impeachment.  After all, government representatives kill
US Citizens all the time when they present an imminent danger to the
public (e.g. police officers kill Citizens in the line of duty all the
time).  I'd say that directly assisting a terrorist organization with
the goal of planning and executing terrorist attacks qualifies as
presenting an imminent danger.  The argument that others are bringing
up about holding him responsible for defaulting on the debt is more
complex and I don't fully understand how that works, but even that
sounds more plausible than taking out a terrorist (citizen or not).
