Well... That really depends on the zoo.

Most zoos, especailly in the states, have generally increased in
treatment and quality over the past coupla decades, but some (especially
small, under funded facilities) can be awful.

Although I agree that in no way would I compare the bear farms in that
link to even the worst zoo (or carnival or circus) that I've seen.
