I'm sorry, but that argument is just plain annoying.

A drunk driver may not be "themselves" but they (unless somebody forced
the alcohol down their throats) have placed themselves in the position
of being a danger to others.

You may argue that many gun deaths are crimes of the moment, of passion
or of fear(although sheer stupidity ranks up there as well).  Deaths due
to drunk driving are caused by people that, through their own choices
made over a long period of time, place other people in danger.

Just because the results of their decisions are delayed doesn't mean
they shouldn't be held fully responsible for them.
