Kevin, The electoral system in Canada is out of the hands of the political parties, and subject to a crown commission. You don't have an analogy or similar governmental mechanism in the US so its kind of hard to explain, except to say that its a non-partisan, non-political government committee that decides on the boundaries for the various representative districts, enumerates the voters within those districts and runs the polling places for the elections that take place 6 weeks after the governor general dissolves parliament.
