DK - I enabled the log slow pages setting and put a 10 second time just to get 
some entries... It started logging slow pages every few minutes, showing a 
15-25 second load time. There were several sites that showed slow pages - I 
suspended all of those sites, waited a few, then rechecked. A few other (slower 
traffic) sites showed slow pages. Suspended them, same thing a few minutes 
later with new sites. I am assuming this means that there's not a particular 
template/site causing this, but rather something in cf server. Should I do the
