Have you look at non-CF causes?  Slow database interaction possibly?

DK - I enabled the log slow pages setting and put a 10 second time just to
get some entries... It started logging slow pages every few minutes, showing
a 15-25 second load time. There were several sites that showed slow pages -
I suspended all of those sites, waited a few, then rechecked. A few other
