Not to mention that you will have to slap iis upside the head with the stupid 
stick so that it will recognize a .cfm file.

There are only about 5 lines required to set up a new site and they are
provided for you in the comments (and half of them are optional). 

Now if you would like to use the other 50,000 features that apache comes
with, you're free to use the documentation on the apache site as to how
those features work. Nobody is forcing you to use them. But I bet I can
download, install apache, configure it to work with cf, and set up a virtual
site on it before you can find your XP CD to install IIS :-P
