We've had this discussion before: the program you're describing does nearly
everything UAC is designed to prevent (make system changes without the
user's knowledge).

To claim UAC is badly written and over-zealous when you've baited it with a
non-Vista system utility is disingenuous at best and just plain stupid at
worst.
