Page labels do not have to consist of decimal page numbers. They could just as
easily be fixed text (without any page numbers). Not to mention numbers can be
formatted differently (letters, roman numerals, etcetera).

Well the page labels are part of the original files. But IIRC it is just a
metadata setting. So I would not say bug. Just missing feature (unless I have
missed something). There should be a way to establish _new_ label/number
information for the merged file.
