That is true, but CF should then use the PageNumber and PageLabel, not just 
force PageLabel into the PageNumber.

If not a bug, then a poor design choice.  This becomes a frustrating issue when 
you (or more importantly your clients) try to use Adobe Acrobat to insert pages 
into a document, it doesn't know where to insert, or to print a range of pages 
in the document.  CF is obviously using this label to determine page numbers, 
so I think that is a bug.  But hey, when has PDF generation/manipulation ever 
been a strong point for CF? ;)
