We've seen this kind of thread a couple of times, if you are looking for big name web sites check the archives. There are tons of big ones. The real question to ask yourself is what do you need your site to actually do? Why does it matter how many CF programmers there are in the world when you really only need one (That one being you...)? Or do you need a team of programmers? A team of Frontpage programmers...I want to see that! ;-)
Frontpage and CF are two totally different things. Your new boss's question doesn't really make sense. It doesn't matter HOW you do what you want to do, but that you DO want you want to do. Making a decision on what platform to build your web site on based upon number of programmers in the world is kind of strange. Especially for a product that has passed critical mass. It's owned by Macromedia, and isn't going anywhere anytime soon. Maybe you can ooh and ahh him with the Neo buzzwords?
