Try doing it like this:

ServerName dev.afpwebworks.com

ServerName dev.bluegrass.org.au

</VirtualHost>
That's how I'm doing it on my dev machine & its working fine (I'm using a DNS server instead of the hosts file, but it shouldn't make any difference)

I've included a virtual-hosts.txt file with the virtual hosts listed,
and restarted apache after every change to any of these files.
Here's whats in the virtual-hosts.txt file:
