No one in their right mind would/should host off an ADSL link.
 
Couple reasons why
  1. Expense
  2. Power blackout
  3. ADSL server falls over
  4. Software requirements
  5. Hardware requirements
Its just not worth it for (a) the person doing the hosting and (b) the client to have an unreliable source hosting theor website for the above reasons.

Would anyone on this list pay to have their ColdFusion websites cheaply hosted on a ADSL line, or on a ADSL line with your own server? (And being able to put/use any CF tag or DLL on it....)
 
Do a lot of people have sufficient knowledge to host their own websites, i.e. run Apache, IIS, SQL Server etc.?
 
Is this an area only interesting to sell to end-users and not CF developers?
