You can have just as lightweight interface in Flash then you can in HTML, i'd go a pepsi challenge on that alone - simply put flash has auto-optimization. It has more feedback capabilities for one and can support more browsers then javascript :)
Penetration? Macromeida flogs the 98% of the world has it ? lets assume its 85% compare that against Browsers that support CSS2/Javascript 1.2 (fully) and once you've stripped down whats dooable in a DHTML approach vs Flash? ask me again which is the better bet - regardless of 100% penetration as 100% of the world aren't going to be able to access GMAIL + GOOGLE MAPS. GMAIL is a sexy approach to UI design alone, i love it and appreciate it - again, using xmlHttpRequest could still be considered a risque approach :) as not all browsers can handle it... Opera had issues with it, early versions of Safarai didn't even support it, IE 5.5 on Mac's have no chance etc. Anyway i'd wager they choose a non-flash-type solution for the simple fact of keeping it 100% google owned and relied on their stuff, not anyone elses.
