since, in my limited knowledge of building JSP apps, I've found that you
typically use various folders under /web-inf like classes, lib, etc for
java classes, servlets, yada yada.

Yeah, just to be clear, I'm saying don't put anything in /WEB-INF unless the application server *requires* that you do so in order to function correctly :)
