Phrase.

An idiom is a phrase that can not be explained by
the normal rules and meanings of the language. 
e.g. "kick the bucket" in English.  The so-called 
"APL Idioms" should have been called "APL Phrases" 
or perhaps "APL Common Useful Phrases".
