Hopefully the site is just getting started...Anyone using FrontPage to create a site and doesn't give the page a title (instead of leaving the default of 'new_page_1') needs a little more learning about their software. The photo on that page sure doesn't look like the photo at http://www.ezwiring.com/18_fuse__21_circuit_harness.htm if you start from their home page and look at the same setup.
