In GA I think you have 15 days to get a policy on the 'new' car, but until then your existing policy will cover you. Of course you already have to have a policy in effect for another car. This may also vary with insurance companies, but I'm not sure.
 
As far as 'instant payment and purchase' goes, That's the only way I've ever done it. You take cash, get the title signed over and each party gets a bill of sale signed. Now I've never had a transaction that was more than $15k, but I've never had a problem. Carrying a large caliber handgun with the cash makes it really safe!

In Washington state you have 15 days to get it insured and registered in your name, you’re covered until the 15 day mark.  I don’t know if that’s the same in all states.
