I live just a bit north of you, and I can tell you that in the winter it is way to cold for our little dogs outside. Tell your Dad that a Chihuahua does not smell like a dog when it gets dirty, it smells like Fritos. Besides I can give Raul a bath in the kitchen sink in under 15 min. There is no reason why it should have to smell.
Oh, if it is under 70F Raul likes to wear his sweat shirt when he goes out for his morning poop.
