Here is vegas the temps are dipping in the low 30's at evening and night. I put a sweatshirt/hoodie on Ricky and go. If its windy out, he does not like it at all... kinda crouches down and then sits down... turns and heads for home. If its not windy, he seems to be ok with going out doing the duty and then getting back inside! I do have potty pads on my patio that he will use. so we may resort to those when its cold.
I think the most important part to keep warm on a chi is the chest and round the back, neck also. The sweatshirt hoodies work well for Ricky. He needs some leg warmers!!! little tiny ones!
