Just go  ahead and bundle her good, a heavy sweater or her coat.  If its 
wet  outside, be sure to dry off her little feet when she gets back  inside.

My little Gigi just loves to go for walks, she worse then my Eskie,  
Princess, with wanting to go out. The temps have dropped to the 40's and I was  
wondering if I put a sweater and a coat on her would that be enough to prevent 
 her from getting chilled?  She has been inside for two weeks because of  
the cold and or rainy weather.  I am concerned that she may catch a cold.  
With Princess, I only put a coat on her once the temps reach freezing or  
below, even then she does not like it.
 
So how cold is too cold for a Chi to be outside, even for a short 15  
minute walk? And how much do you have to bundle them up?
