I use both.  Dolly didn't pick-up the need to go outside until I was petsitting 
my neighbors dog.  She was trained on puppy pads and only made an occasional 
mistake.  After seeing her mentor go outside, she would go outside more and 
even bark at the back door when she wanted to go out.  For at least three years 
she has only used the puppy pad in her area twice...that is because I was gone 
a long time.  
Last year, she didn't want to go outside if it was cold (for here) but this 
year she braves it in the morning and I stand with the door partly open so she 
can come in for a landing.  
Desi is a different story.  I don't think it depends on the outside 
temperature...maybe more if Dolly is out there and he goes just because he went 
out.  Sometimes he does cry by the door and goes out especially to potty.  They 
both use puppy pads in the master bathroom at night and on days when I am sick 
in bed.
For this year, make the 'alternate' potty place that isn't so cold.  Then when 
it starts to warm up be consistent with 'outside potty' and next year it may be 
a little better.  I don't live where there is snow and freezing temps during 
the day...maybe some little doggie shoes that are made for the cold would help 
because my two get cold feet just from running around on the tile floors inside.
