I think focal points are actually just syntactic sugar, and that we could
implement them if we wanted to in PlatformGradientSkia.cpp ourselves by
doing some fancy modifications to the gradient data we passed off to Skia.

But the web doesn't use SVG, especially radial gradients in SVG. :)

So lets not worry about it.  We have much more important SVG bugs we could
fix (like proper invalidation when scrolling). :)
