These stories are really disturbing.
Did the dogs in any of these situations have permanent ID such as a micro
chip or a tattoo? Does anyone know if that legally makes any difference?
For instance would these forms of Identification make it the shelter legal
obligation use the contact information to reach the owners.
I do know that in at least some states a dog license requires the shelter to
contact the owner and to keep the dog longer to give the owners a chance to
claim. Is this what was meant in the one story about the number being out of
date? The owner hadn't update the id info? However it is also true that
this kind of id is very easy to remove or lose.
