Susan,, Steph and Laura gave very thoughtful consideration to what they
were writing and they all have VERY good points.  I don't think puppy
mills are laughing at us.  I don't believe they even think about us.

At one time there was some consideration being given to a ONE step
registration.  The theory was, the person who breeds the puppies must
get that puppies permanent registration.  Then, when the puppy is sold,
it  is already permanently registered so the transfer would be more
difficult and also more costly.  The "grey slips"  (supplemental
transfers) which are now and have for years, been used by commercial
breeders to transfer ownership of the puppy to the store and from there
to the new owner, without having to send paperwork into AKC between the
commercial breeder and the final purchaser at the store, would be done
away with.  It was felt that this one-step registration would impact the
commercial breeders financially.  It would also impact the backyard
breeders and us as well.  Personally, I liked the idea.  some people did
not like it because they would have to give each puppy a registered name
before it left them.  It seemed to me that it would be worth it.

It always becomes a problem when you try to make rules and regulations
for just one person or segment of the population.   Others are always
impacted as well and sometimes not pleasantly.
