This is the way the system operates in Australia. Here you must fill in
litter registration form giving name, colour and sex of each puppy in the
litter. You may put puppies on Main (unrestricted) or Limited register (not
to be conformation shown or progeny eligible for registration). This is
your ONLY opportunity to register a puppy. If one of the litter is not
included in this application, it is unable to be registered at all. Then
when the puppy is sold, it has to be transferred (for a fee) to the new
owner.
In my State of NSW, we are also required by law to microchip all puppies
before sale and the number is recorded on a government data base. Then the
dog must be registered with the local municipal area in which the new owner
lives.
HOWEVER this does nothing to stop the indiscriminate breeding of pets and
cross breeds most of which are never registered at all. The sad fact is that
many people simply don't know and/or don't care where their dog comes from
and I can't see that changing much in the near future. The only sure way is
to educate the very young about caring for animals properly. And this will
take time.
