Actually, I don't find that to be true at all. When I want to improve something on a dog, I breed that dog to a dog that not only has what I'm looking for, but produces what I'm looking for, has parents that have what I'm looking for, and belongs to a line that seems to have what I'm looking for the majority of the time. It nearly always works--I am rarely surprised at what I get.
