That is a hard one.  No doubt painful or life threatening problems such as
hip dysplasia, patellar luxation, MVD should be required to keep a lower
percentage than things like retinal dysplasia.

Plus with some things such as hip dysplasia or patellar luxation it is
impossible to know what the incidence is.  Few statistics are available on
patellar luxation and probably the majority of dysplastic dogs never get
into the database.

Just to throw out a number, if true statistics were available I would be
getting concerned at 10% (that is 1 out of every 10 dogs!) and probably
alarmed if the percentage reached 25% (1 out of every 4 dogs!) when
considering life threatening/painful problems.  Probably somewhere in
between I would start screening.
